Invitasjon til åpen prekvalifisering for lukket konkurranse

Den åpne prekvalifiseringen for minnesmerke til Ellisiv av Kyiv ble opprinnelig utlyst 10. februar 2023. Oslo kommune Kulturetaten og juryen har etter å blitt forelagt de innkomne forslagene konkludert med at de opprinnelige produksjonsmidlene har vært for lave. Produksjonsmidlene er økt og det stilles nå 1.000.000,- til rådighet for produksjon av minnesmerke over Ellisiv av Kyiv.
 
Forutsetningene i den opprinnelige åpne prekvalifiseringen er dermed endret. Juryen har derfor valgt følgende løsning: De fire kunstnerne som per nå er med i den lukkede konkurransen får mulighet til å justere og videreutvikle prosjektene sine, eller lage et nytt prosjekt. Samtidig lyses prosjektet ut i en ny åpen prekvalifisering. Én kunstner fra denne prekvalifiseringen vil bli med i den den nye lukkete konkurransen som får totalt fem deltakere.

Norsk Billedhoggerforening inviterer på vegne av Oslo kommunes kunstsamling til en åpen prekvalifisering om et minnesmerke over Ellisiv av Kyiv på Harald Hårdrådes plass i Oslo. Fra utvalget av kunstnere som deltar i prekvalifiseringen vil juryen invitere 1 ny kunstner til en lukket konkurranse, hvor 4 kunstnere er med fra forrige utlysning.

Bakgrunn
Harald Hårdrådes plass ligger i Schweigaardsgate i Gamlebyen, mellom Klosterenga park og Middelalderparken, og er av stor historisk betydning for Oslo. På denne plassen står en granittbauta av kong Harald Hårdråde med et bronserelieff av Lars Utne: Den ble avduket i 1905 og har følgende inskripsjon: HARALD SIGURDSÖN HAARDRAADE/ NORGES KONGE/ OSLOS GRUNDLÆGGER/ 1015-1066
Ellisiv av Kyiv, egentlig Jelisaveta Jaroslavna av Kyiv, født 1025 – død ca. 1067, var en prinsesse fra Kyiv. Hun var dronning og hustru av kong Harald Hardråde. Minnesmerket er ment å løfte frem ukrainsk og norsk middelalderhistorie og den historiske forbindelsen mellom landene.

Betingelser
Minnesmerket må være tilpasset det begrensede arealet som er tilgjengelig på Harald Hårdrådes plass. Minnesmerket kan være i bakkeplan eller ha en tredimensjonal form som ikke overskrider en høyde på 1 meter. Minnesmerket må være utført i værbestandige materialer som tåler norsk utendørsklima året gjennom.

Konkurranseform
Vi inviterer alle kunstnere til å delta i en åpen prekvalifisering (Open Call). Prosjektets jury vil deretter invitere 1 ny kunstner til en lukket konkurranse. I den lukkede konkurransen er fire kunstnere med fra forrige runde, og vil juryen velge én vinner som får i oppdrag å lage minnesmerket.

Konkurransebetingelser
Kunstnere som ønsker å delta i den åpne prekvalifiseringen skal levere en kort motivasjonstekst (maks 2000 tegn) på norsk eller engelsk, oppdatert cv og 5-10 bilder av eksisterende verk. Tekst, cv og foto lastes opp i egen portal, trykk på "Delta i prekvalifisering" nedenfor.

Deltakere i den lukkede konkurransen mottar et konkurransehonorar på kr 30.000 for utarbeidelse av en skisse som viser minnesmerket plassert på det aktuelle stedet.
Kunstneren som blir tildelt oppdraget mottar kr. 1.000.000 til produksjon og honorar for å produsere minnesmerket. Summen må også dekke eventuelle reiser i forbindelse med gjennomføringen. Grunnarbeid og montering dekkes av oppdragsgiver. Den utvalgte kunstneren vil motta et detaljert program for oppdraget. Administrasjon av konkurransen og oppfølging av produksjon av verket gjøres av Norsk Billedhoggerforening.

Monument to Elisiv of Kyiv - new open call

Invitation to open pre-qualification for a closed competition

The Open Call for the memorial to Elisiv of Kyiv was originally announced on February 10th 2023. After reviewing the submitted proposals, Oslo Municipality's Agency for Cultural Affairs and the jury have concluded that the original production funds were too low. The production funds have been increased, and now an amount of 1,000,000 NOK is available for the production of the memorial to Elisiv of Kyiv.

The conditions of the original Open Call have thus been changed. The jury has chosen the following solution: The four artists currently involved in the closed competition are given the opportunity to adjust and further develop their projects or create new ones. At the same time, the project is announced in a new open prequalification. One artist from this prequalification will join the new closed competition, which will have a total of five participants.

Invitation
On behalf of the City of Oslo Art Collection, the Norwegian Sculptors Society (Norsk Billedhoggerforening) invites candidates to an open pre-qualification for a memorial to Elisiv of Kyiv to be placed in Harald Hårdrådes plass in Oslo. The jury will then invite one artist from the pre-qualification process, to a closed competition including four artists from the Open Call's previous round.

Background
Harald Hårdrådes plass is situated in Schweigaardsgate in Oslo’s old town, Gamlebyen, between Klosterenga Park and the medieval ruins of Middelalderparken. The area is of great historic significance for Oslo. The square contains a granite monument to King Harold Hardraade, with a bronze relief by Lars Utne. It was unveiled in 1905 (the year Norway became an independent country) and has the following inscription: HARALD SIGURDSÖN HAARDRAADE/NORGES KONGE/OSLOS GRUNDLÆGGER/ 1015–1066 (HARALD SIGURDSSON HAARDRAADE/KING OF NORWAY/OSLO’S FOUNDER/1015–1066).
Elisiv of Kyiv, originally Elisaveta Yaroslavna of Kyiv (born 1025, died after 1067) was a princess from Kyiv. She was King Harold Hardrada’s wife and queen.
The project is intended to highlight medieval Ukrainian and Norwegian history and the historic ties between the two countries.

Stipulations
The monument must be tailored to the limited space available at Harald Hårdrådes plass. The monument may be flush with the ground or have a three-dimensional form of no more than 1 metre in height. The monument must be made of weather-proof materials that can withstand the Norwegian climate all year round.

Form of competition
We invite all artists to participate in an open pre-qualification (Open Call). The jury will then invite one artist from the pre-qualification process, to a closed competition including four artists from the Open Call's previous round. The jury will select one winner, who will be commissioned to produce the memorial.

Terms of the competition
Artists wishing to participate in the open pre-qualification process must submit a brief motivational text (max. 2,000 characters) in Norwegian or English, an up-to-date CV and 5–10 photos of existing works. Those selected to go forward to the closed competition will receive a competition fee of NOK 30,000 for the preparation of a sketch showing the monument in situ.
The artist who is awarded the commission will receive NOK 1.000.000 to cover production costs and their fee for designing the monument. The sum must also cover any travel relating to its execution. Groundwork and installation costs will be paid by the client. The selected artist will receive a detailed programme for the commission.The Norwegian Sculptors Society (NBF) will manage the competition and follow up the work’s production.

Erik Steen, Director of the NBF, will act as secretary to the jury. The commission will be executed in compliance with the Norwegian Sculptors Society’s competition rules.
